To respect intellectual property rights and protect the legitimate rights and interests of readers in their use of electronic resources, all users and individuals are requested to abide by the library's guidelines for the use of electronic resources:


1. No web download tool may be used to download electronic resources purchased or created by the library (purchased electronic resources refer specifically to the various web databases that the library has officially introduced and provided for use free of charge);


2. Do not continuously or methodically over-download, i.e., downloading more than 100 documents within an hour;


3. No proxy server may be set up for off-campus users to access the library's electronic resources;


4. The re-editing, systematic reproduction, resale, forwarding, and republishing of downloaded electronic documents are strictly prohibited, as is the use of acquired electronic materials for illegal profit;


5. Providing the use of the campus network electronic resources to non-legal users, including renting the campus network account number to off-campus personnel for use is prohibited;


The library shall, depending on the seriousness of the circumstance, impose penalties, and if the circumstances are serious, it shall report the matter to the university leadership for disciplinary action. All legal consequences will be at the offender's expense.

Rules and Regulations for Entry and Borrowing

Chapter I: General Provisions

Article 1: The library is the information resource center of the university and is an academic institution that serves through the training of talent and scientific research. To improve the management of books and periodicals in the university and serve teaching and scientific research, these rules have been framed.


Chapter II: Handling, Loss, and Cancellation of Loan Card

Article 2: The library shall register the information of new students every year, following which, the library functions (access) of the campus card shall take effect.

Article 3: New university faculty and staff, need to bring their identity cards and campus cards to the Help Desk on the 3rd floor of the library to complete the campus card registration procedures.

Article 4: Campus cards and loan cards should be kept secure. If they are lost, users should immediately go to the library Help Desk. Concerning the loss of a book that has been borrowed, readers are responsible for their return or compensation.

Article 5: When a student leaves the university due to a change in their status or for employment, or if a student withdraws from the university, or is suspended by the university, he or she shall return all the borrowed books and periodicals and cancel the borrowing access from their campus card at the library desk before they can go through university leaving procedures.


Chapter III: Admission Requirements

Article 6: Readers can enter the library with their valid campus cards. All readers must present their documentation and swipe their cards to enter the library. They must cooperate with the inspection carried out by the library staff, and shall not refuse to swipe their cards for any reason.

Article 7: Libraries are places of public learning. Readers must exercise civility and politeness. Rooms should be kept quiet and clean, and readers should not make loud noises, spit, smoke, eat, or litter.

Article 8: Bringing food or drinks into the library is prohibited.


Chapter IV: Borrowing of Books and Periodicals

(3) The books in the library are classified according to the Chinese Library Classification (CLC) system. Readers can search for bibliographic information on the retrieval machines on each floor. Readers are requested to put back the books that they don't borrow.

(4) After selecting the books, readers can go to a Self-service Borrowing & Returning Machine (on each floor) to borrow the book with their campus cards.

(5) There is no charge for overdue books, but the right to borrow books will be suspended automatically if a book is overdue.

(6) Reference books can only be used in the library, and cannot be borrowed.


Article 10: Borrowing from the Compact Book Stacks

(1) The management of closed-shelf borrowing is implemented in the Compact Book Stacks.

(2) When readers borrow from the Compact Book Stacks, they should first search in the Bibliographic Retrieval System of the library. When the location of the books is marked as "Compact Book Stacks" and "In Library", the reader should write down the name of the book, the ISBN or bar-code number of the book, and go to the Compact Book Stacks Workstation on the 1st floor of the library. Library staff will retrieve the book and carry out the lending procedures.

(3) Books borrowed from the Compact Book Stacks cannot be returned at a Self-service Borrowing & Returning Machine. Readers need to return them to the Service Desk or the Compact Book Stacks Workstation on the 1st floor of the library.

(4) The bookshelves of the Compact Book Stacks are on manual bookshelves. For the sake of safety, readers are not allowed to access these shelves by themselves.

(5) The opening hours of the Compact Book Stacks are from Monday to Friday from 0800 - 2200 hrs.


Article 11: Renewal

(1) The renewal of books can only be carried out within 10 days of the expiration of the borrowing period of the book. Overdue books cannot be renewed.

(2) The renewal of self-service borrowing books can be handled on the library website, official WeChat account, or at self-service borrowing machines.

(3) The renewal of books from Compact Book Stacks can be handled on the library website, official WeChat account, or at the Compact Book Stacks Workstation.


Article 12: Borrowing of Periodicals, Newspapers, and Audio-Visual Materials

(1) Periodicals and newspapers on display in the library can be borrowed from open shelves. After reading, readers must put them back in their original places.

(2) Periodicals are classified according to the Chinese Library Classification (CLC) system, and similar periodicals are arranged according to the phonetics of their titles.

(3) If a reader needs to copy a periodical, they should go to the Self-Service Copier on the 3rd floor after going through the formalities at the Service Desk.

(4) Audio and video materials are generally not available for borrowing. However, for those who are in urgent need of materials, each person can borrow 3 copies for 5 days each.


Article 13: Book Returning

Books borrowed through self-service machines should be returned through these machines. Books borrowed from the Compact Book Stacks should be returned to the Compact Book Stacks Workstation.


Chapter V: Violations of Regulations

Article 14: The campus card can only be used by the individual to whom it belongs, and cannot be lent. Once a violation is found, both the borrower and the illegal user will be banned from borrowing books for 2 weeks.


Article 15: For those who alter or forge a campus card, the library shall, in addition to canceling the right to use the card, report the issue to relevant departments at the university according to the regulations of the university.


Article 16: Books and periodicals are public property. Readers must take good care of them. Readers are not allowed to mark, daub, tear, or cut books and periodicals. When readers borrow books, they should check whether there are defects or smears on them. If there are defects or smears, they should notify the library staff and get stamped proof. If books or periodicals are lost when borrowed, the borrower will be held responsible for compensation according to the regulations of the library.


Article 17: Compensation for Loss or Damage of Books and Periodicals

(1) If there are less than 10 pages of notes or markings, a compensation of ¥1 will be charged for each page. If there are serious cases of damage, the compensation will be either part or all of the price of the book or periodical. If it is lost, refer to Article 16.


(2) If books and periodicals are lost or seriously damaged, the same edition of the book or periodical shall be purchased in compensation, and a processing fee of ¥5 must be paid. Hardcover books and periodicals. If only a paperback version is available when replacing a hardcover book in compensation, the difference of price must also be paid. If the same edition of books or periodicals cannot be purchased, the person who loses the (Chinese or foreign) book or periodical must pay 3-5 times the original price of the book or periodical. For internal materials and books that have no standard pricing, compensation should be paid according to their academic value and use. (Periodicals are calculated according to the price of the entire year, and complete sets of books are calculated according to the price of the whole set).


Article 18: Open shelf books can only be taken after going through relevant borrowing procedures. It is strictly forbidden to take them out of the library without going through the procedures. Violators will be punished as if stealing books. Stealing books and periodicals is a serious violation of the rules. In addition to disciplinary action, the university requires the party concerned to pay 10 times the original price of the book or periodical. If the case is serious, it will be transferred to the judicial department for handling, according to the law.


Article 19: All the compensation mentioned above shall be paid at the Service Desk of the library with the user's campus card.


Chapter VI: Rules for the Use of the Library Seat Reservation Management System

Article 20: To safeguard the right of readers to use library seats equally, and to put an end to seat occupation and other discourteous behavior, the library set up the "Seat Reservation Management System". Readers are requested to abide by the rules of the Seat Reservation Management System.

(1) Readers should swipe their own campus cards on the Seat Reservation Machine, and also make online appointments through the library's official WeChat account, or on the library website.

(2) Reservation duration: 4 hours each.

(3) Seat selection time: 0700 - 2000 hrs. Seats can be reserved on the same day or the previous day. Seat selection is not supported 2 hours before closing time (2200 hrs), and can only be carried out by swiping the campus card after 2000 hrs.

(4) Seat reservation time: 30 minutes. It takes 30 minutes to process and confirm a reservation. E.g. If a reservation is made at 1000 hrs, the reservation will be available at 1030 hrs. (If a reader wants an immediate reservation when the library opens, they should make the reservation at least 30 minutes before opening).

(5) Seat confirmation: Readers can swipe their cards in the main library entrance after booking a seat. This is regarded as an automatic check-in. The check-in time must be 30 minutes before the reservation time.

(6) Seat selection: Seats in the reading area on the 1st, 3rd, 4th, 5th, 6th, 7th, 8th, and 9th floors.

(7) When you leave a reading seat temporarily, please select "Temporary Leave" on the Seat Reservation System. The "Temporary Leave" seats will be held for 60 minutes between 1100 - 1300 hrs and 1700 - 1900 hrs. At other times seats will be held for 30 minutes. If you return within the specified time, the seat reservation will be restored. If not, the system will record a violation.

(8) If you need to leave your seat for a longer period of time, please sign out and release the seat.

(9) If the reader has 3 violations, they will automatically be blacklisted on the system, and they will not be able to reserve seats through the system for 1 month. The validity period of the violation is for 3 months but will be released after 1 month.

The following are considered violations:

- The reader leaves a seat but does not sign out and release the seat.

- The reader chooses "Temporary Leave" but does not return and restore the reservation within the specified time.

- The reader makes a reservation but fails to sign in within the specified time.

(10) If there is a dispute about the use of seats, please check the reservation and access records in the "My Reservation" section.


Chapter VII: Rules for the Use of the Reservation Management System for the Library Conference Rooms

Article 21: The Conference Room is a quiet and independent space provided by the library for readers. To provide readers with a place for group discussions or research discussions, the library has set up the "Conference Room Reservation Management System". Readers are requested to abide by the rules for the use of the Conference Room Reservation Management System.

(1) Readers should swipe their campus card to book an appointment on the reservation machine or make an online appointment through the library's official WeChat account, or on the library website.

(2) Reservation duration: 4 hours each.

(3) Reservation time: 0700 - 2000 hrs. A reservation for a Conference Room can be made on the same day or the previous day. A reservation is not supported 2 hours before closing time (2200 hrs).

(4) Reservation retention time: 30 minutes. It takes 30 minutes to process and confirm a reservation. E.g. If a reservation is made at 1000 hrs, the reservation will be available at 1030 hrs. (If a reader wants an immediate reservation when the library opens, they should make the reservation at least 30 minutes before opening).

(5) Conference Rooms have either 6 seats, 8 seats, or 12 seats. Only when the capacity reaches 80% of the room can an appointment be made for the Conference Room.

(6) The Conference Room is reserved by the main person making the reservation. When making a reservation, the student number of the other people who will use the Conference Room should be filled in at that time, along with the topic of the conference.

(7) The main person making the reservation and other people should arrive at the Conference Room at the appointed time and swipe their cards to sign in. If they are unable to make the reservation for some reason, the main person should log in to the system 30 minutes in advance to cancel the reservation.

(8) After the reservation takes effect, the main person can renew the current reservation (if there is no other reservation), make a new reservation for another Conference Room, 30 minutes before the end of the current reservation.

(9) After using the Conference Room, the readers need to check out by using the touch screen at the door.

(10) If a reader has 3 violations, they will automatically be blacklisted by the system, and they cannot reserve a Conference Room for 1 month. The validity period of the violation is for 3 months but will be released after 1 month.

The following are considered violations:

- If the reader makes a reservation of a Conference Room but fails to sign in 30 minutes after the reservation time, the reservation will be canceled automatically, and all readers listed for the reservation will be marked as violating the rules once.

- If the number of people who sign in is less than the number of people making the reservation, the reservation will be canceled automatically, and the member who fails to sign in will be marked as having violated the rules.

- If users do not sign out after using the Conference Room, the main person making the reservation will be marked as having violated the rules.


Chapter VIII: Others

Article 22: The final interpretation of the rules is at the discretion of the Sias library.

Notice for Admission

1. Readers at the university library should enter with their card upon verification.


2. Readers must dress neatly, remain quiet in the library, not wear flip-flops or steel-toed boots, not run or play (chase), and must handle tables and chairs with care.


3. Readers must pay attention to public health guidelines and keep the environment clean. They must not litter, spit, eat snacks, or smoke in the library.


4. Users must take care of the library's public property, books and periodicals, furniture, and equipment. They must not scribble on walls, doors, windows, chairs, or tables. Books and periodicals must not be folded or torn.


5. Readers must pay attention to the fire safety measures in the library. They must not bring flammable or explosive materials into the library.


6. Respect the staff, obey the management, and be courteous. Be helpful, and do not occupy seats unnecessarily.


7. Readers must conscientiously abide by the rules and regulations of the library concerning the borrowing and returning of books. Books and periodicals that have not gone through the required procedures for borrowing must not be taken out of a room without authorization.


8. In case of an emergency, readers will be evacuated according to the diagrams for evacuation. Follow the green arrows that lead to safety.

Inter-library Loan and Document Delivery


The Sias Library has set up a service for acquiring literature that is not available in the library. Resources and information from China and abroad are available through the China National Science and Technology Digital Library (NSTL). The NSTL allows the library to assist teaching and scientific research at Sias University. The rules are as follows:


1. Scope

The faculty and staff of Sias.


2. Service Content

Within the scope of copyright permission, it provides electronic documents from domestic and foreign journal articles, conference papers, reports, etc.


3. Application Method for Document Delivery

- Users log in to the NSTL (China National Science and Technology Digital Library) to search for the desired literature.

- Fill in the "Original Document Delivery Application Form" [attachment available at the bottom of the page], and send it to ‘Wei Wei’ on OA, or send an e-mail to: siaslib@163.com

For teachers who send document requests through e-mail for the first time, please send photos of the all-in-one card or work card as well, to verify their identity. One can also come to the library to verify their identity.

- The library will process the document delivery request within 1 working day. After obtaining the documents from the NSTL, they will be sent within 1 working day. This will be delayed in the case of holidays.

E-mail and OA are used to deliver documents.

Introduction to the NSTL:

The National Science and Technology Library Center (NSTL) was established on June 12, 2000, with the approval of the leadership of the State Council as a public service organization providing science and technology (S&T) information resources in a network environment.


The NSTL is a collaboration of the National Science Library of Chinese Academy of Sciences (NSLC), Institute of Science and Technology Information of China (ISTIC), Chinese Machinery Industry Information Institute, China National Institute of Standardization, China Metallurgical Information and Standardization Institute (MIS), China National Chemical Information Center (CNCIC), Agricultural Information Institute of CAAS, Institute of Medical Information of Chinese Academy of Medical Sciences, Standards Library of China National Institute of Standardization, and Literature Library of National Institute of Metrology.


The NSTL provides nationwide services in S&T literature and information through resource collections, archives, and associated applications in science, technology, agriculture, and medicine. Activities include literature collection, resource processing, data storage, online service provision, and data analysis, using principles of centralized procurement, standardized processing, unified online releases, and resource sharing. At present, the NSTL has more than 25,000 kinds of printed foreign literature, including more than 17,000 kinds of foreign periodicals, foreign language conference transcripts, and over 8,000 other kinds of documents. The NSTL is China's largest collection of foreign printed scientific and technological literature resources


The vast majority of the literature information resources ordered and collected by NSTL are reported in abstract or other ways on NSTL web service systems so that users can obtain literature clues by searching or browsing, and then obtain the full text of the literature for use.

The Foxit Reader is a compact PDF reader with functions not inferior to the Adobe Acrobat Reader. If you want to read PDF documents but don't like the bloated Adobe Acrobat Reader, it is a good alternative.
