On the morning of December 28, Sias International University's Party Committee convened a meeting to announce the appointment of the new Party Secretary, Ma Jiansheng. The Deputy Party Secretary of Zhengzhou University, Jia Shaoxin, and the Secretary of the Commission for Discipline at Zhengzhou University, Xu Dongsheng, attended the meeting. Also present was the Chairman of the Board of Sias, Dr. Shawn Chen, as well as the entire Sias leadership and related government department leaders. Sias President, Dr. Chen Sikun, presided over the meeting.

At the meeting, the Secretary of the Commission for Discipline at Zhengzhou University, Xu Dongsheng, read out the decision of the Organization Department of the Henan Provincial Committee of the Communist Party of China to appoint Ma Jiansheng as the Party Secretary of Sias International University.

The outgoing Party Secretary of Sias, Fei Hexiang, said that he supported the Provincial Committee's decision, and thanked the Committee for his education and training. He expressed his gratitude to Sias and also thanked the Sias leaders and members of the Party Committee at Sias. He said that Sias was at a crucial stage in its development and he would continue to support the University in any way he could. The combination of leadership from the provincial government and Sias, he said, would lead to innovation and brilliant performances in the future for Sias.

The new Party Secretary of Sias, Ma Jiansheng, said that he would fully support the Provincial Party Committee's arrangements, and gave his heartfelt thanks to the Committee for their trust and confidence in him. He also thanked Zhengzhou University for the years of training and nurturing he received from them, and also the faculty and students of Sias for their support and encouragement. He said that Sias International University had, after almost 20 years, laid a solid foundation for its future, under the guidance of the Provincial Party Committee and the Henan Department of Education, and the leadership of the Chairman of the Board of Sias, Dr. Shawn Chen. As the new Party Secretary, he said that he would continue this mission, and would dedicate himself to hard work, honesty, and self-discipline for the betterment of Sias by implementing the Party's education policy, and adhering to Sias' ethos of integrating Chinese and Western forms of education.

The Deputy Party Secretary of Zhengzhou University, Jia Shaoxin, delivered a speech in which he attested to the achievements of Sias as well as the contribution of former Party Secretary Fei Hexiang. He said that Fei Hexiang's leadership for over 10 years at Sias had led to a trend of continuous improvement among the Party members and had also been an important contribution to Sino-foreign cooperative education in Henan Province.

Jia Shaoxin also spoke of the strength, political maturity, and professionalism of the new Sias Party Secretary, Ma Jiansheng. He said that he had no doubt that Ma Jiansheng would continue to uphold the principles of the Party. He hoped that Sias would work closely, and in solidarity with the Party, to push Sias to new heights.

Finally, the Chairman of the Board of Sias, Dr. Shawn Chen, spoke on behalf of the Sias leadership. He welcomed the arrival of Ma Jiansheng, and thanked Fei Hexiang for his service to Sias' development over the past decade. He said that he hoped that the Party and local government would work with Sias to make an even greater contribution to the education of Henan province.
