The ceremony began with the Chinese and American national anthems. Then, the Founder, and Chairman of the Board, Dr. Shawn Chen, introduced the guests and delivered the opening speech. He thanked all the guests and said that he hoped that people would continue supporting the development of Sias. In the following speeches by the Chairman of the Sias Foundation, Dr. Alan Brown, and Prof. Robert Frank they explained the problems of the global water supplies and called on young people to undertake social responsibilities to improve the quality of the daily-use water and the global environment.

At the awarding ceremony, various scholarships were awarded to the Sias students. The President of Fort Hays State University, Dr. Edward Hammond, donated $500,000 on behalf of the Kansas State Government for scholarships for Sias students.
