Sias University held a second meeting on the prevention and control of (the resurgence of) the Covid-19 pandemic on the 9th of August. Sias Party Secretary, Ma Jiansheng, Acting President, Zhao Yuxin, Vice President, Xu Shengdao, Vice President, and Chairman of the Trade Union, Wu Hua, and Vice President, Zheng Min, attended the meeting. Leaders of the special working groups for the prevention and control of the Covid-19 pandemic also attended the meeting.
After listening to the Henan Department of Education's video conference on the prevention and control of the Covid-19 pandemic, during which, directives and instructions from General-Secretary Xi Jinping, Premier Li Keqiang, and Vice Premier Sun Chunlan were put forward, the heads of various special working groups presented reports on the previous and next stages in their work. The meeting elaborated on the complexity and uncertainty of the recent outbreak and stressed the importance and urgency of the situation at hand. The following 6 points were listed for these purposes.
1. The situation is of great ideological importance.
The leaders said that an awareness of the severity of the recent Covid-19 outbreak meant that all staff and heads of working groups should maintain the "wartime state", and avoid carelessness and slackness. They said that planning and inter-departmental cooperation were necessary for the clarification of tasks and an attention to detail.
2. Emergency prevention & control mechanisms and emergency response plans should be optimized.
The 24-hour duty system is to be strictly implemented and all working groups are to formulate detailed and practical emergency plans for the prevention and control work. The leadership system for this should be made more efficient.
3. Prevention and control work should be strictly implemented on campus.
The management of the campus is very important, including comprehensive and retrospective inquiries of the travel undertaken by students and teachers, and minimizing the entry and exit of the campus (unless necessary). Catering services, dormitory management, and environmental cleaning procedures are also to be prioritized.
4. Speed up the process of vaccination of teachers and students.
The publicity and guidance for vaccinations, improvement of awareness, and cooperation with the health department are all important for the creation of a barrier of immunity on campus.
5. Work towards the post-disaster reconstruction of the campus.
All departments at the university should, under the division of labor, be thorough and meticulous, and implement plans for the prevention and control work and disaster reconstruction, for the normal opening of the university for the Autumn Semester. According to the local government's requirements for prevention and control of the Covid-19 pandemic, all departments should work towards this goal and ensure that the university opens at the same time as other colleges and universities in the province.
6. Supervision and inspection.
The discipline inspection working group should take a variety of effective measures to ensure the prevention and control work and responsibilities of various departments through supervision and the enforcement of accountability. Those in charge and on duty must be held accountable, and any dereliction of duty must be punished according to the law and regulations concerning the prevention and control work of the Covid-19 pandemic.
