The Deputy Party Secretary and Mayor of the Kaifeng, Gao Jianjun, met with the Founder, and Chairman of the Board of Sias, Dr. Shawn Chen. The two sides made preliminary agreements to deepen the cooperation between the city of Kaifeng and Sias University for the purposes of exchanges and development. Dr. Chen was accompanied by Sias Vice President, and Chairman of the Trade Union, Wu Hua.

Gao Jianjun welcomed Dr. Chen and the delegation from Sias University and spoke of his appreciation of the achievements of Sias in education in the past decade. He said that the city of Kaifeng understood the requirements to move into the next stage of its development, and the arrangements of the Central Committee with regard to the 14th 5-year plan. The goal was to drive the development of the Yellow River Basin and the integration of Zhengzhou and Kaifeng into an urban agglomeration for high-quality development and the creation of strategic opportunities. He said that Sias had great potential for cooperation because of its educational philosophy and extensive international exchanges. He said that he hoped that Sias would use its strengths with regard to technology and talent to help Kaifeng improve its level of education, promote innovation, and boost the city's development. He said that the implementation of the national strategy and the development of the Central Plains would help with attracting investment, strengthening existing industries, promoting culture, art, and tourism, and a mutually beneficial situation.

Dr. Chen thanked the Municipal Committee of Kaifeng for the support. He said that Kaifeng had a profound cultural heritage, a variety of strategic opportunities, geographical advantages, and huge development potential. He said that Sias would aim to strengthen cooperation in the field of education and drive enterprises in Kaifeng for the laying of a solid foundation of cooperation between the two sides.
