On September 1, a delegation from the city of Puyang, in Henan, visited Sias University. The delegation included the Director of the Puyang Culture, Radio, Television, Tourism & Sports Bureau, Miao Zhenjiang; the Deputy Director of the Puyang Culture, Radio, Television, Tourism & Sports Bureau, Zhu Sihai; the President of Puyang Petrochemical Vocational & Technical College, Li Hualin; the Principal of Puyang Sports School, Han Guojian; the Party Secretary of Puyang Acrobatic Art School, Xie Xiaoling; and the Principal of Puyang Table Tennis School, Zheng Hong. Sias leaders accompanied the delegation on a campus tour of the Sias Cultural Towns including the French Street, Italian Square, German Street, Spanish Square, London Street, and various other locations such as the CUBA Training Facility, Golf Driving Range, Chinese Garden, Huanyu Residential College, School of Foreign Languages building, School of Music & Opera, Student Activity Center, and Sias Library.

After the campus tour, the delegation met with Sias leaders in the Library. Sias Vice President, and Chairman of the Trade Union, Wu Hua, was present at the meeting along with the heads of the Administration Office, Office of International Affairs, School of Physical Education, and School of Music & Opera. The Director of the Administration Office, Qin Nan, presided over the meeting.

Wu Hua welcomed the delegation and spoke, in detail, about the education and teaching at Sias, including the history, educational philosophy, teachers, and the unique educational modes such as education service, education management, cultural education, and environmental education. He also spoke of the advantages of Sino-foreign education with regard to projects and international educational resources. He spoke of the visit of the Mayor of Puyang, Yang Qingjiu, in late July and the consensus reached between the Puyang Municipal Government and Sias University with regard to personnel training, the cooperation between the university and industry, the establishment of private educational institutions, and the development of unique characteristics. He concluded by saying that Sias had prioritized cooperation with the city of Puyang in the field of education, and said that he hoped that the two sides would be able to determine the direction of cooperation together for the purposes of the nurturing of talent and educational development.

The delegation was then shown Sias' official promotional film. Li Hualin, Xie Xiaoling, Han Guojian, and Zheng Hong introduced their respective institutes, describing their curriculum, characteristics, and advantages. They said that they hoped to learn from Sias' educational concepts and educational resources, and cooperate with the university for exchanges and development.

Miao Zhenjiang spoke of the development of vocational colleges in Puyang in recent years. He spoke of the geographical advantages of the city, the development, the distinct vocational education features, the achievements, and the potential for development. He said that the purpose of the visit was to build on the agreements made by Mayor Yang Qingjiu in educational and teaching exchanges with Sias. He said that he hoped to take the cooperation to a higher level and nurture talent for the rapid economic development of the city of Puyang.
