Sias University held a meeting to establish a Returned Overseas Chinese Federation and consequently held its first Returned Overseas Chinese Congress on March 29. The chief guests at the meeting were the Vice Chairman of the Henan Overseas Chinese Federation, the President of the Association of Overseas Chinese Youth from Henan, and Party Secretary and Chairman of the Zhengzhou Overseas Chinese Federation, Lu Jian; Secretary-General and full-time Deputy Party Secretary of the Henan Overseas Chinese Federation, Chen Qiying; Vice Chairman and member of the Party Committee of the Zhengzhou Overseas Chinese Federation, Li Zhuoyu; Deputy Investigator of the Zhengzhou Overseas Chinese Federation, Wang Hongtao; and the Director of the Zhengzhou Overseas Chinese Federation, Han Li. Also present were Sias Party Secretary, Ma Jiansheng, and Deputy Party Secretary and head of the Party Committee Office and United Front Work Department, Li Huafeng. Over 40 members of Sias' new Returned Overseas Chinese Federation were present. The meeting was chaired by the Minister of the United Front Work Department, Luo Hongqun.
Li Zhuoyu announced the founding of the Returned Overseas Chinese Federation of Sias University. The first General Assembly elected 19 members to the First Committee of the Returned Overseas Chinese Federation. Following this, the first plenary meeting of the Committee was held where 9 standing members were elected. Zhu Lin was elected to be the Chairman, Sun Minghao was elected Secretary-General, and Shen Nana, Sun Minghao, and Xu Luyao were elected as the Vice-Chairmen.
Zhu Lin spoke of the need to constantly enhance one's political awareness, responsibility, and make sure that the Returned Overseas Chinese Federation functioned smoothly through the improvement of its organizational structure and the expansion of its contacts and influence. The goal, she said, was to mobilize the Chinese who had returned from abroad to contribute to the development of Sias University.
Li Huafeng spoke on behalf of the Party Committee. He congratulated the newly elected members of the Sias Returned Overseas Chinese Federation and thanked its members for their contributions towards the development of Sias. He said that he hoped that the Returned Overseas Chinese Federation would contribute to the ideological and political guidance of the Party Committee, promote the development of the university, and safeguard the interests of Chinese abroad as a part of their political and social responsibility. He also spoke of the need for the establishment of grass-roots organizations at the university for the stability of society.
Lu Jian delivered a speech and offered her congratulations and suggestions. She said that the Returned Overseas Chinese Federation would be an important force for Chinese research and education. The establishment of the Returned Overseas Chinese Federation at Sias was an important step in the setting up of grassroots organizations in the university. She also spoke of the importance of the development of Zhengzhou and the Central Plains in China.
After the speeches, the unveiling ceremony of the Returned Overseas Chinese Federation at Sias, with Lu Jian, Chen Qiying, Ma Jiansheng, Li Huafeng, and Zhu Lin, jointly unveiling the organization. The Henan Overseas Chinese Federation donated over 100 books to Sias' Returned Overseas Chinese Federation.
